Senior Manager - IT, Property Management Application Portfolio

Role Objective

 

Successful candidate will lead a team that aligned with business for the Property and Car Park Management, etc. The team supports the operations across major business critical platforms using such as facility, property, operations center, car park management services and their business stakeholders in various functions.

 

The role will work closely with the business to fulfil and prioritize their needs, help justifying business benefits, perform system design & analysis, ensure all IT solutions comply with Link’s IT landscape, perform IT vendor management, and balance the interests among all stakeholders.

 

Support critical business operations and international expansion of Link by:

  • delivering well scoped, on-time, within-budget, quality due diligence and implementation projects;
  • ensuring continuous operational support on critical business applications;
  • managing cost effective, reliable IT solutions are in place to fulfil business needs.

Job Duties

 

Project Management

  • Perform project management to ensure successful delivery on time, within budget and scope, with quality and fulfil business needs according to Link’s project governance and policies.
  • Perform project change management, risk management, manage UAT, go live deployment, hyper-care and ensure adequate support that meets SLAs.
  • Communicate with business to ensure fulfilment of business needs and assure deliverables are at expected quality.
  • Monitor project progress and provide periodic status report to core project team and senior management.
  • Work closely with application architect, data architect, Infrastructure architect and cybersecurity to ensure compliance and integrity of the enterprise application landscape.
  • Manage expectations of business stakeholder to avoid misunderstandings and misalignment  by providing clear statuses at the project or portfolio level with appropriate levels of details based on target audience.
  • Understand the business operations and new requirements by conducting on-going discussion on the changing business landscape.
  • Prepare and consolidate annual project and team budget, TCO, cost breakdown and tracking of OPEX and CAPEX expenses.
  • Deliver, rollout and support system projects covering facility, property and car park, etc.

 

Application Management and Support

  • Work across functions in gathering requirements, prioritize and manage day-to-day operations support, perform Incident and problem management.
  • Lead incident response and perform RCA on the critical business applications support cases and day-to-day operations supported by the team.
  • Collect new application requirements and work with business in preparing business case for senior management approval.
  • Provide support on business applications based on established SLAs.

 

Vendor Management

  • Perform vendor management including selection and performance evaluation throughout project implementation.
  • Provide technical advice and assist in software and vendor selection during RFP process.
  • Perform contract review and negotiation to ensure most advantageous terms and conditions to the company.
  • Understand and execute corporate policies on tendering, contracting and procurement.
  • Keep track of and evaluate vendor performance for contract renewal.

 

Team Management

  • Monitor team’s performance complying with Link’s requirements.
  • Plan team resources regularly and review according to business and IT roadmaps and projects throughout the period.
  • Be accountable for the team’s success measured by the pre-set goals.

 

Communications

  • Develop professional presentation materials including Excel and PowerPoint artefacts.
  • Review the materials with IT and business(es) to ensure the aligned message could be arrived at and presented.
  • Conduct presentation to project team, steering committee and senior management.

Requirements

 

Qualification

  • Degree in Computer Science, Information Technology, Information System, Engineering or related disciplines.
  • Holder of PMP or PRINCE certification preferred.

 

Work Experience

  • 12+ years of experience in managing team across critical applications and business functions, preferably MNCs, in HK, Mainland China and/or overseas.
  • Extensive IT project and portfolio management experience. 
  • Hands-on experience in property management, operations center and car park system project delivery, rollout and support.

 

Project Experience

  • Solid experience in Project Management, IT system SDLC, change management and resource management.
  • Excellent in business requirements gathering and organization, ability to ensure requirements are MECE and can translate requirements into technical design specifications for implementation.
  • Experience in real estate and property management is a must. 
  • Experience in implementing, managing and supporting Property Management, Operations Center or Car Park systems highly preferred. 
  • Experience in the operations of Property Management, Operations Center, Car Park Management preferred
  • Experience in business process and workflow development, optimization, support and management is a must
  • Experience in working across different property management solutions, understanding of technical architecture and design, and familiarity business functions and processes.
  • Ability to translate between business and technical contexts. 
  • Ability to understand business processes, identify system touch points, highlight any IT related risks or bottlenecks and recommend areas of improvement is a plus

 

Communications Skills

  • Ability to articulate with excellent communication skills in both verbal and written in English, Cantonese and Mandarin is a must.
  • Ability to communications and presentation skills to various levels of Executives and stakeholders.
  • Ability to develop and present board-room level quality presentation materials.

 

Technical Skills

  • Must be able to demonstrate understanding of system and programming concepts.  Highly preferred if candidate has background in programming or system architecture design. 
  • Must be able to demonstrate problem solving skill in incident and problem management.
  • Must be able to demonstrate knowledge in web-based technology stack, on-premises and AWS/Azure Cloud system architecture patterns and components, interfaces, API, data entity relationships and integrity and database skills such as SQL.
